On September 22, 2023, we submitted our feedback to the Office of the Principal Scientific Advisor to the Government of India, on the draft National Deep-Tech start-up policy (NDSTP). 

Our suggestions included the following:

  1. A dedicated implementation and monitoring cell supervised by the Office of the Principal Scientific Advisor to the Government of India be set-up, to ensure propoer imlementation of this policy. 
  2. Owing to the longer gestation period of deep-tech start-ups, NDTSP should include a proposal to increase the time for which a deep-tech start-up would continue to be recognised as a start-up, to 15 years, instead of the existing 10 years.
  3. The differentiation between hardware deep-tech and services deep-tech start-ups as given under the draft NDTSP is incorrect and unnecessary, and therefore should be removed.
  4. Learnings from the implementation of existing grants and feedback from the deep-tech start-up community must be taken into consideration while setting up new funding mechanisms under the draft NDTSP.
  5. draft NDTSP should acknowledge the benefits that industry initiatives to support start-ups, such as industry-led accelerator programmes, can be beneficial for start-ups to reduce costs and scale effectively.
