The Ministry of External Affairs in collaboration with the Office of Principal Scientific Advisor to the Government of India and the Indian Institute of Sciences (IISc) Bengaluru, held the first edition of the Technology Dialogue between January 24 and 25, 2025 at the IISc campus, Bengaluru. This is a first of its kind Track 1.5 diplomacy and focussed on "Exploring New Frontiers in Technology Diplomacy”.

The event witnessed deliberation on key issues relating to the technology domain, including India’s international technology engagements, with focus on developments in quantum advancements, artificial intelligence (AI), semiconductors, space and bioeconomy.

The Indian and the French government along with academia and industry representatives deliberated on key policy positions regarding global AI development and explored opportunities for synergy between India and France. This was done as part of the ongoing discussion leading up to the 2025 AI Action Summit to be held in Paris on February 10 and 11, 2025.

The discussion agenda included some of the following items where the Indian and French government are aiming to explore common priorities and possible partnership:

  • AI sovereignty like equitable access to infrastructure, skills and standardised high-quality datasets for training AI models in the native context.
  • Sharing of resources in terms of AI safety and test results
  • Setting up of AI safety institute 
  • Application of AI in governance
  • Utility of frugal AI (like, the recent deep seek model)
  • Adoption by industry for enhancing productivity and how to ensure scalability
  • Open-source solutions
  • Possibility of setting up joint innovation fund between the two govts
  • Start-up exchange programs (France runs an initiative called Station F)
  • Need for interoperable standards
  • Proliferation of AI application in natural sciences
  • Feasibility of offshore data centres to promote sustainability

The Principal Scientific Advisor, Prof. Ajay Kumar Sood, who chaired the discussion, advised that identified priorities should be bucketed across short term, mid-term and long-term horizon to develop clarity among policy makers along with a periodic review mechanism to ensure implementation and path corrections, if any.
