On January 30, 2024, Director General of Foreign Trade (DGFT) and Ministry of External Affairs (MEA) organised the first National Conference on Strategic Trade Controls in Delhi. This was a pan-India outreach event focusing on India’s export control regulations. The event saw participation from industry and government departments. The aim of the event was to facilitate a nuanced dialogue between industry and government for export controls and discuss emerging risks due to growing exports of sensitive technologies.

The discussions focused on the overview and enforcement of export controls in India with case studies, experience of industry in key sectors for SCOMET compliance. Nasscom spoke on the key elements for an effective Internal Compliance Program especially for Intangible Technology Transfers (ITT), and a detailed walk-through of current practices by the industry.

At the event, DGFT highlighted the way forward for administration of export control compliances as follows:

  • Reduction in turnaround time for licenses to 30 days.
  • Automation of licensing process wherever possible, for example, by integration of SCOMET licensing with customs ICEGATE.
  • To move further towards a policy for bulk licenses, including considering multiple end-users to varied destinations beyond intra-company transfers.
  • Introducing commodity identification tools/software for SCOMET.
