The National Conference on Strategic Trade Controls (NCSTC) 2025, organized by the Directorate General of Foreign Trade (DGFT) in collaboration with the Ministry of External Affairs and other key government departments, took place in Bengaluru on January 16-17, 2025. Building on the success of its inaugural edition in 2024, this year’s conference was a bigger and more comprehensive affair, reflecting India’s growing commitment to strengthening export control regulations and aligning with global non-proliferation frameworks.

Expanded Scope and Thematic Sessions

NCSTC 2025 featured dedicated sessions for key industries, making it more sector-focused than its predecessor. This year’s agenda covered Defence, Aerospace, Chemicals, Biotechnology, Electronics, Information Technology, and Emerging Technologies, emphasizing the unique compliance challenges faced by each sector.

Key thematic sessions included:

  • SCOMET Policy and Licensing Process for Dual Use Items: Disseminating knowledge on current policy priorities, processes and concerns
  • Defence & Aerospace: Focused on export control mechanisms for sensitive technologies, licensing requirements, and compliance with international non-proliferation norms.
  • Chemicals & Biotechnology: Addressed risks related to dual-use materials and the need for stringent controls to prevent proliferation.
  • Electronics & IT: Highlighted the challenges of regulating fast-evolving digital technologies, cybersecurity concerns, internal compliances and the export of encryption technologies.

By expanding the sectoral focus, the conference provided tailored insights for exporters, industry leaders, and policymakers, helping them navigate the evolving regulatory landscape.

Launch of the 2025 Handbook on Strategic Trade Controls

A major highlight of the conference was the release of the 2025 Handbook on Strategic Trade Controls by DGFT. This comprehensive guide provides updated guidelines, documentation requirements for different categories of Dual Use Exports under SCOMET, licensing processes on compliance with India’s export control laws. The handbook serves as an essential resource for exporters, compliance officers, and policymakers, ensuring they remain well-informed about evolving export control regulations.

 

 

Enhanced Industry-Government Engagement

The conference fostered greater collaboration between government agencies, industry stakeholders, academia, and international experts. Open dialogues and panel discussions facilitated a better understanding of compliance challenges and promoted cooperation between regulators and businesses.

A Milestone Event for India's Export Control Regime

The NCSTC 2025 significantly surpassed the scale and impact of the 2024 edition. With a broader agenda, deeper industry engagement, and the launch of the Strategic Trade Controls Handbook, the conference reinforced India’s commitment to responsible trade practices.
