World Health Organization (WHO) announced in May 2024 that it will support countries adopting science-based Artificial Intelligence (AI) for health. WHO recognizes the immense power of artificial intelligence to help healthcare and overcome the most pressing challenges such as workforce shortages and resource limitations. The organization aims to govern, regulate, and support member countries to ensure that AI advancements make global healthcare safe, ethical, equitable, and people-centered. 

WHO has constructed a strategic approach around 3 pillars to achieve “AI for Health” (AI4H), which are:

  • Enable: Standards, governance, policies, and guidance on evidence-based AI4H
  • Facilitate: Pooled investments & a global community of experts
  • Implement: Sustainable models of AI programs implementation at the country level

The WHO's approach includes developing standards, policies, guidance, action groups, and regulatory frameworks to guide countries on the safe and ethical use of AI in health, enabling countries to establish secure and equitable AI ecosystems. WHO is ready to facilitate knowledge sharing via technical workshops and courses tailored for policymakers, health workers, and developers. The organization can collaborate with experts and stakeholders on key health and cross-cutting topics to support the deployment of sustainable AI programs in-country. WHO delivers guiding tools to health decision-makers to understand the benefits and risks of adopting AI.

How can WHO assist the countries?

  • Technical support in the integration of AI technologies into health systems.
  • Courses and workshops to build understanding and capacity, based on WHO's experience of training people from more than 100 countries.
  • Knowledge-sharing networks to facilitate collaboration and action.
  • Standards and guidelines on topics such as ethical considerations, regulatory frameworks, and best practices to help countries develop policies and strategies.
  • Implementation support to the AI policies and ecosystems will help to successfully integrate AI for health (AI4H). This shall also help national policies and governance along with regulatory capacity building align to the practice of responsible and effective AI.

Mr Tedros Adhanom Ghebreyesus, WHO Director-General adds that “ AI is already playing a vital role in diagnosis, drug development, disease surveillance, outbreak response, and health systems management. The future of healthcare is digital, and we must do what we can to promote universal access to these innovations and prevent them from becoming another driver for inequity." 

WHO invites countries, donors, and partners to join this Global initiative on AI4H, support the efforts of WHO in setting standards for AI, invest in national AI policies, and strengthen regulatory capacity for responsible AI deployment.
