Cloud computing is the on-demand delivery of compute power, database storage, applications, and other IT resources through a cloud services platform via the Internet with pay-as-you-go pricing. With a key goal of fast deployments and avoiding over-provisioning of IT infrastructure ensuring sufficient compute, memory, network, and storage resources are the backbone of cloud technology. Scalability and Elasticity is the hallmark of Cloud Technology wherein Scalability refers to the growth in capacity to seamlessly meet any change in demand these may include launching new server instances to add extra compute power to existing cluster, Elasticity on other hand refers to the ability of the infrastructure to return to its original state after meeting the demand surges.

The current Corona Virus pandemic has accelerated the pace of adoption of cloud both in enterprises and at Federal/State Government levels globally. The public cloud service market is expected to reach $623.3 billion by 2023 worldwide, in India there are several success stories that can attribute their success to the scalability and cost effectiveness offered by the Cloud Technology in enterprises with a B2C audience organisations such as Zerodha, Swiggy, Zomato, HDFC Life, Bajaj Finance and others leverage the value offered by Cloud and use Data Analytics and AI to augment their offerings and offer a superior customer experience.  SMBs have also started to leverage the cloud by taking the first steps of migrating their ERP & non-critical IT infra to cloud, however as most SMBs operate of wafer-thin margins assimilating the larger picture of a lower Total Cost of Ownership (TCO) and the RoI of cloud is first hurdle to large scale cloud adoption. 

While with the industry, cloud adoption is all about striking the right balance between Cost and Efficiency with Government cloud adoption has been a fits and starts story. The widely downloaded Aarogya Setu (Covid App) has been one of the key success stories of the government innovation and embracing the Cloud Technology. However, given the ongoing discussions since 2014 and lack of structure to implement cloud is all things IT in the government appears to be one of the key things stalling delivery of world class citizen centric services.

MeitY has 17 empaneled CSPs offering the Bouquet of Cloud Services. These services comprise of Basic Cloud services which are mandatory services under CSPs for various Cloud offerings. The CSPs have to offer the minimum of “Basic Cloud Services” to the Government Organizations under at least one of the Cloud Deployment Models defined by MeitY ie Public Cloud, Virtual Private Cloud and Government Community Cloud. There is another list of Cloud Services named Advanced Cloud Services that the empaneled CSPs can offer. Basic Services include – Virtual Machines, Storage Services (Block, Object, File, Archive), Managed Database as a Service, Network Services (Virtual N/w, VPN, Load Balancer, Firewall, Public IP), Security Services (Identity & Access Management) & Basic Support Services while advanced services include Containerization, Db Licenses, Content Network Delivery, MPLS, Advanced Security features(DDoS, TLS/SSL Certificate Management, Multifactor Authentication), Disaster Recovery and Back Up as a Service etc. All services must be mandatorily made available vide GeM for the State/ Centre Government to procure.

Although, the cloud services have been made available via GeM there has been minimal offtake for cloud tech in the government due to the following reasons:

  1. Lack of awareness of cloud procurement with state IT officials
  2. Repeat orders/ Non-optimization of legacy IT infra
  3. Inertia towards cloud adoption

With several states facing acute crisis due capacity overruns of the slow State Data Centres (SDCs), there is an immediate need to implement the policies enacted by GoI, as it has established well defined practices in terms of when, what & how to procure cloud.

There is an immediate need to mandate and institutionalize trainings for all State IT officials across echelons to understand the cloud technology and to democratize cloud buying via GeM.

The pandemic has accelerated tech adoption and Cloud is not a technology of the future.
