Understanding as well as addressing the concerns of each stakeholder involved in the cloud adoption process is crucial to determine the current pace of cloud adoption within the government sector of India.

The identified concerns are detailed out as per the key stakeholders, namely user ministries/ departments, policymakers and CSPs.

Ministries and Departments

  • With the evolution of cloud-based technologies, ministries/departments have felt a dearth of skilled resources, making it difficult for ministries/departments to fully utilise cloud capabilities.
  • Cloud services offered by various CSPs create uncertainty while drawing comparisons, as there are too many factors to account for. This makes it challenging for ministries/departments to evaluate and select the optimal cloud offering while procuring cloud.
  • The massive data generated by the ministries/ departments should be segregated and classified to evaluate and plan for a cloud transformation. Limited clarity on classification of data creates uncertainty within the ministries/ departments while selecting a cloud service.

Policymakers

  • The slow adoption rate of the cloud first approach by ministries/ departments.
  • Limited knowledge/people capacity to utilise cloud services efficiently within user ministries/ departments.
  • Low indigenous cloud innovation and development within Indian players.

Cloud Service Providers

  • Hesitancy to adopt cloud by ministries/departments due to anticipated disruption in daily operations after integration.
  • Delay in cloud adoption by government bodies due to limited clarity on data that can be hosted on cloud.
  • Perception of cloud procurement costs to be expensive by ministries/ departments.
  • Limited knowhow of cloud-based service models within user ministries/ departments.

Many state and central departments are in tune with the government policies and have rapidly adopted the policies in their respective departments’ long-term and short-term plans. However, many are still embarking on this journey and exploring the costs and benefits involved.
