The Reserve Bank of India (RBI) has launched two key initiatives on March 08, 2022 – UPI123Pay to make UPI payments for feature phones, and DigiSaathi – a 24*7 helpline to address queries of digital payment users across products. The objective of these initiatives is to deepen digital ecosystem and promote financial inclusion.

  • UPI123Pay

In January 2022, RBI had launched a framework for facilitating small value digital payments in offline mode. According to the framework, such payments have to be upto Rs 200/- and total limit for offline transactions on a payment instruments is Rs 2000/-. These offline payment transactions may be offered without Additional Factor of Authentication (AFA).  

To operationalise the framework for facilitating small value digital payments, RBI has launched UPI123Pay for feature phones. Prior to this, UPI was available on smartphones and could be access through National Unified USSD Platform (NUUP). The latter was not a popular mode of payments. UPI123Pay includes four options:

  1. App-based functionality: An app will be installed on feature phones through which UPI functions would be made available on feature phones.
  2. Missed call: Feature phone users could access their bank account and perform transactions such as receiving, transferring funds etc., by giving a missed call on the number displayed at the merchant outlet. Such customer will receive an incoming call to authenticate the transaction by entering UPI PIN.
  3. Interactive voice response (IVR): UPI payments through pre-defined IVE numbers would require users to initiate a secured call from their feature phones to a predetermined number and complete UPI on-boarding formalities to be able to start making financial transactions without internet connection.
  4. Proximity sound-based payments: This will require sound waves to enable contactless, offline, and proximity data communication on any device.

 

  • DigiSaathi

DigiSaathi is a 24*7 helpline to address queries of digital payment users across products. This will be available for all kinds of digital payments. For now, automated responses on information related to digital payment products and services will be available in Hindi and English. This will be expanded to other languages going forward.

Users could access this service through – toll-free number (1800-891-3333); a short code (14431); a website (www.digisaathi.info); or chatbots.
