CALL FOR INPUTS: TRAI CP FOR FORMULATION OF NATIONAL BROADCASTING POLICY

The Ministry of Information and Broadcasting (MIB) is in the process of formulating a National Broadcasting Policy (NBP) and has requested Telecom Regulatory Authority of India (TRAI) to provide inputs under Section 11 of the TRAI Act, 1997. Pursuant to this, TRAI has issued a consultation paper and the last date for submission of feedback is April 30, 2024.

In this context, we are calling for inputs from the industry latest by April 28, 2024. 

Earlier in September 2023, TRAI had floated a pre-consultation paper to frame issues to be considered for the NBP formulation. Nasscom had submitted its feedback on the same.

The present consultation paper aims to gather inputs to target the long-term roadmap for Indian broadcasting sector with special focus on next 5 years. The consultation paper is seeking inputs on a broad range of issues.

Some of the key issues for consultation are mentioned below for reference:

Promoting innovation led Start-ups and SMEs: develop a network of incubators and accelerators for facilitating involvement of innovative start-ups and SMEs in the broadcasting sector. Focus on start-up ecosystem in emerging segments such as animation, visual effects (VFX), online gaming, etc.

Production and promotion of Indian Content: provisioning of funding, infrastructure support and training for content producers. Supporting the growth of Indian content through over-the-top (OTT) platforms and providing measures for facilitating uplinking activity in India.

Facilitating the growth of Indian online gaming segment: adoption of conducive policy and regulatory measures for the growth of online gaming in India. Measures to support local game developers and safeguards to protect the public from negative effects of online gaming activities.

Developing a support ecosystem for Animation, VFX, and post-production: support the growth and development of animation, visual effects, gaming, comics, and extended reality (AVGC-XR) sector through various means such as creation of India-centric content, enabling access to technology, and investing in research and development.

Policy and Regulatory Framework: introducing technology neutral policy and regulatory measures to ensure parity among comparable distribution mediums in the broadcasting sector. Enabling infrastructure sharing among the players in the broadcasting sector and telecommunication sector.

Combatting Piracy: implementing a multifaceted strategy for combatting instances of piracy and copyright infringement in the broadcasting sector. Technology driven solutions to prevent unauthorised distribution of original content.

Grievance Redressal Mechanism: strategies for providing a robust grievance redressal mechanism to address complaints with respect to content and services in the sector.
