Feedback on Proposed Building Code for Data Centres

In India, data centres (DCs) do not have a dedicated building Code. Currently in most of the cases, DCs follow the norms of commercial buildings while DCs have a different requirement because technical infrastructure/equipment of varied sizes has to be placed inside.

In the past, nasscom has highlighted the need for creating a dedicated building code for DCs, and this was also recommended in the Draft Data Centre Policy released by Ministry of Electronics and Information Technology (MEITY) in 2020.

Nasscom was invited to a recent industry consultation convened by the MEITY on the proposed building code (PBC) for data centres in India. As part of this multi-stakeholder initiative of the government, nasscom provided detailed suggestions along with reasoning for kind consideration of the Working Group which is drafting the building Code. Based on industry inputs, we also gave additional input, currently not part of the PBC. Please see attachment below for our detailed representation. 

The feedback covered several aspects included in the PBC. Some of these are: 

1. Floor to ceiling height and Floor Space Index or Floor Area Ratio

2. Ground Coverage and Open Space and Setbacks

3. Relaxation in Green Belt

4. Car Parking 

5. Lifts/Elevators

6. Installation of Chillers on Rooftop

7. Stacking of DG Sets

8. Fire safety 

9. Load bearing 

10. Physical security 

11. Other regulations included - basements, parking standards, staircase, FAR exemptions, etc.
