In August, the Centre for Development of Advanced Computing (C-DAC) under the Ministry of Electronics and Information Technology (MEITY) released a set of draft Guidelines for Anonymization of Data for e-Governance. The guidelines have been developed by a working group set up by C-DAC along with the Standardization Testing Quality Certification (STQC) Directorate.

The draft guidelines are aimed at providing guidelines to all entities involved in the processing of personal information in e-governance projects. These are an advisory and not intended to be binding.

The document has 3 main chapters:

  • The first chapter sets the context and briefly discusses the anonymization process.
  • The second chapter discusses various options and techniques of anonymization.
  • The third chapter identifies various stakeholders involved in anonymization and includes sections on standard operating procedures, risk assessment, a checklist for implementation and audit, and on capacity building and awareness creation.

C-DAC has sought suggestions on the draft guidelines. The last date for providing suggestions to C-DAC is September 21st, 2022. We shall be preparing a response on these draft guidelines. In this regard, we request you to kindly share your detailed inputs with suitable justifications to us by or before September 16th, 2022.
