DGFT Eases Procedure for Revalidation of Export Authorisation for SCOMET Items

In response to NASSCOM’s representation to grant automatic extension of export authorisations for SCOMET items (expiring between March and June 2020), the Directorate General of Foreign Trade (DGFT) has issued Public Notice 10/2015-20 on 8 June 2020.

While NASSCOM’s request for automatic extension (by four months) of SCOMET authorisations has not been granted, the DGFT has introduced the following relaxations in the revalidation process:

  • Power to grant revalidation requests transferred to DGFT (Hqrs.): Through Public Notice 10, the DGFT has amended paragraph 2.20 (b) of the Handbook of Procedures (HBP). The effect of the amendment is that revalidation of export authorisation will now be granted by the DGFT headquarters and not the Regional Authorities (RA) of DGFT. This will enable DGFT to grant revalidation requests expeditiously. It is expected that revalidation requests will be granted within one week.
  • Fee payable: To apply for revalidation of SCOMET export authorisations under para 2.20 (b) of the HBP, exporters must pay fee of Rs. 500 online.
  • Documents required: Exporters are required to submit ANF 4D alongwith a copy of the export authorisation, and the fee receipt through email. The original copy of the export authorisation is not required. Documents must be emailed to scomet-dgft@nic.in with a copy to sanjay.kt@nic.in
