Ease of Doing Business: Telangana Government issues order to simplify inspections under various labour laws

In a bid to improve ease of doing business in the State, the Telangana Government have published a comprehensive order related Computerized Risk Assessment based labour inspections process under various laws.

As per the Order, the Government has categorized various establishments into following three categories based on the number of employees and have defined the frequency of inspection that will be carried out by the department. Further, the order mentions that there will be single joint inspection, without any duplication, under such labour laws.

Low Risk Upto 30 employees Assistant Labour Officer Once in 5 years
Medium Risk 31-100 employees Assistant Labour Commissioner Once in 3 years
High Risk Above 100 employees Deputy labour commissioner Once in 2 years

Exemption from inspection

An organization falling under low/ medium risk category may also seek an exemption from the labour inspections based on self-certification / third party audit scheme. Startups that are registered with DPITT will also be exempted from labour inspection during the first year, which can be extended further for another 4 year period provided timely submission of  integrated returns and no compliants are made against them.

Process of Inspection:

The process of inspection will be done through a online inspection module on random basis. A 15 days’ notice will be issued electronically to the concerned establishment prior to the inspection. Post inspection, the report of the inspection shall be published online within 48 hours and an alert will be sent to the concerned establishment.
