On July 23, 2025, the Department of Telecommunications, Ministry of Communications published the draft National Telecom Policy, 2025 (NTP) for public consultation.

NTP aims to transform India into a digitally empowered economy. The policy is anchored in six strategic missions:

  1. Universal and Meaningful Connectivity
  2. Fostering Innovation
  3. Promoting Domestic Manufacturing
  4. Ensuring a Secure and Trusted Network
  5. Enhancing Ease of Living and Doing Business
  6. Advancing Sustainable Development.

Each of these six strategic missions are accompanied by goals and strategies for achieving the intended outcomes by 2030.

The strategic objectives to be accomplished by 2030 include:

  • Economic Growth: Double the telecommunications sector’s contribution to India’s GDP.
  • Investment: Achieve an annual investment of ₹1,00,000 crore (approximately $12 billion) in telecommunications infrastructure.
  • Trade: Double the export of telecom products and services and double the number of telecommunication startups.
  • Innovation and Employment: Double the number of telecommunications startups, create 1 million new jobs, and upskill/reskill 1 million workers in the sector.
  • Connectivity: Achieve 100% population coverage by 4G and 90% by 5G. It also aims to increase the fiberization of telecom towers from 46% to 80%.
  • Security: Strengthen the security of critical telecom infrastructure by adopting quantum-resistant cryptography.
  • Sustainability: Ensure a 30% reduction in the carbon footprint of the telecommunication sector.

The NTP 2025 is designed to have a wide-ranging impact across the entire Indian telecommunications ecosystem and its applicability extends to Telecom Service Providers, Equipment Manufacturers, Tech Startups and R&D Institutes, Government and Public Sector Bodies, Emerging Technology Sectors among others.
