On January 12, 2024, Directorate General of Foreign Trade (DGFT) published a clarification that:

  • only the following 5 categories of items under tariff heading 8471 require an import authorisation: laptops, tablets, all-in-one personal computers, ultra small form factor computers and servers.
  • Other items falling under tariff heading 8471 (such as desktop computers) do not require an import authorisation.

Earlier, in August 2023, DGFT notified an amendment in Import Policy of items under HSN Code 8471 wherein imports of Laptops, Tablets, all-in-one personal computers, ultra small form factor computers and servers were brought under the ‘restricted’ category which could earlier be imported freely. Nasscom engaged extensively with the DGFT and industry to ease the compliance burden on industry due to this notification, and pursued several clarifications. Thereafter in October 2023, DGFT published certain clarifications which limited the scope of the requirement of import authorisation for IT hardware.  

We continue to work with the industry and the government to ensure smooth implementation of the import licence requirement.
