Nasscom urges Jharkhand Government for industry consultation on the updated bill for the welfare of platform-based gig workers

Nasscom has submitted a formal representation to the Hon’ble Minister of Labour, Employment, Training & Skill Development, Government of Jharkhand, Shri Sanjay Prasad Yadav, urging to initiate a structured consultation with industry stakeholders before introducing the updated Jharkhand Platform-Based Gig Workers (Registration and Welfare) Bill in the state assembly. The bill has been approved by the cabinet without any consultation with the industry stakeholders.

The updated bill introduces several provisions that could significantly impact the platform economy. These include the following:

  • A proposed 1–2% levy on gross revenue—departing from payout-based models used in other states
  • Expanded powers for the Welfare Board beyond precedent
  • Lack of representation for platforms or industry associations on the Welfare Board

Nasscom apprised that such measures, if implemented without adequate industry consultation, could stifle innovation and adversely affect livelihoods across sectors like transport, food delivery, logistics, and home services.

Although a consultation was held in July 2024, it offered limited scope for meaningful dialogue, with no discussion on key clauses and a narrow window for written feedback.

Nasscom remains hopeful that the Government will enable a round of stakeholder consultation prior to legislative introduction, so that the Bill reflects shared objectives and operational clarity.
