In August 2022, NASSCOM submitted feedback and suggestions on the draft Delhi Motor Vehicle Aggregator Scheme 2022 (the Scheme) published by the Transport Department, Government of National Capital Terriroty (NCT) of Delhi. The Scheme seeks to regulate aggregators providing passenger transport services, and other delivery aggregators providing delivery service of goods and commodities, including last-mile delivery service providers.

Our submission highlighted concerns of the industry and offered the following suggestions:

  1. The targets for onboarding Electric Vehicles (EVs) by aggregators should be revisited in light of the state of the ecosystem, availability of EVs and availability of supporting infrastructure in NCT of Delhi.
  2. Mandates for onboarding electric 3-wheelers should be revisited in light of the permit caps in NCT of Delhi.
  3. Targets for adoption of electric 2 wheelers for movement of passengers should be in a phased manner.
  4. Licencing fee amount and structure should be revised and based on the Motor Vehicles Aggregator Guidelines 2020 notified by the Ministry of Road Transport & Highways.
  5. Aggregator or DSP should not be mandated to share vehicle and driver-level data.
  6. Aggregator or DSP should not be made responsible for parking of vehicles in the NCT of Delhi.
