We appreciate that the Karnataka Platform based Gig Workers (Social Security and Welfare) Draft Rules, 2025 aims to provide social security to platform based gig workers in the state. Nasscom has given a detailed representation (see, attachment) to the government of Karnataka highlighting the following challenges and recommendations:

  1. e-Shram generated UAN number should be made optional for extending social security benefits to the workers in the initial phase of its implementation to avoid delays in registration and onboarding of the workers. The unique ID provided by the welfare board could be sufficient for the access to the social security benefits.
  2. The range for the calculation of welfare fee should be shorten to 1-2% of the payout with an upper cap to ensure parity of contributions across different types of aggregators
  3. The government should mention the social security benefits that it envisages for the workers prior to the collection of welfare fee. Additionally, appropriate provisions must be made for an efficient utilisation of the fund by the welfare board
  4. Harmonise the definition of gig workers with the one mentioned in the Code on Social Security 2020 as the the understanding of term should be uniform across the country as it is critical for the identification of the beneficiaries
  5. “Social Security Claims” should be removed from the list of disclosure obligations as it will be the function of welfare board to ensure gig workers have access to the social security benefits. Also, the term "ïnstant grievances" needs more explanation to avoid subjective interpretation.
