On January 16, 2024, we presented to the officials of Department of Transport of Government of Karnataka, on key policies for start-ups and opportunities to leverage the start-up ecosystem.

 

We highlighted the following key policies and opportunities:

  • Recognition of start-ups by Ministry of Commerce and the consequent benefits:
    • Income tax exemption – 3 out of 10 years
    • Self-certification in certain labour and environmental laws
    • Support for IPR applications
    • Easy winding up of company
    • Easier public procurement norms
  • Examples of beneficial policies/incentives for start-ups by Central Ministries:
    • The Biotechnology Ignition Grant (BIG) by Ministry of Science & Technology - this scheme supports Investment in innovative ideas in the biotech sector that have potential of commercialisation. A clear and specific eligibility criterion for beneficiaries and milestone-based funding framework makes it an effective policy.
    • Startup Hub by Ministry of Electronics and Information Technology – this scheme offers a collaborative platform for tech startups, incubators, accelerators, mentors, and Centres of Excellence. 4 schemes with a distinct and clear purpose is covered under this:
      • TIDE 2.0 for Incubators in deep-tech
      • SAMRIDH for Accelerators
      • SASACT for post-covid tech development
      • GENESIS for Tech startups beyond big cities
  • Examples of beneficiary policies/schemes by Karnatak Government:
    • The Karnataka Startup Policy 2022-27: managed by Karnataka Innovation and Technology Society & Karnataka Startup Cell, this policy includes incentives for women entrepreneurs, tax incentives for startups, funding for innovative solutions for societal impact, access to accelerators, incubators etc.
    • Relaxations for procurement from Startups: no prior experience, prior turnover and earnest money deposit required for tender process, procure at least 10% of projects through startups, preference to bidders who sub-contract a part of the services to startups for procurement of tech products/solutions etc.
  • Illustrative Opportunities for Transport Department to leverage start-ups:
    • Modernising Infrastructure: Contactless ticketing, synchronised traffic signals to manage flow of vehicles, supporting multiple languages.
    • Management of resources: tracking public transport vehicles, using data analytics for route and resource optimsation, delay predictions, road condition monitoring etc. and adopting parking management systems
    • Enforcement: Using vision technology to detect traffic rules violations such as, red-light jumping, no-helmet, triple riding etc.
    • Adopting clean energy: Deploying EVs for public transport.
    • Coordinating among departments: relaying real-time information between relevant government departments and public, such as on road-works etc.
