AI For Good: When Aadhaar Stack meets Artificial Intelligence For Public Welfare

Pradhan Mantri Jeeva Jyoti Bima, Atal Pension Yojana, Rashtriya Krishi Vikas Yojana… these are a handful of the thousands of welfare schemes rolled out by the Government of India. Every year, more than $150bn in funds is allocated by the Government of India for nearly 10,000 social welfare schemes for the economically-underprivileged sections of the nation.

But, it is estimated that only around 25% of the allotted budget reaches the underprivileged – on one hand, budgets for certain welfare schemes don’t get utilised, on the other hand, cost of delivering benefits of these utilised are very high. Moreover, schemes are not easily accessible to the general public. It is widely believed that only a fraction of this reaches the needy people. It is a Herculean task for people to verify their eligibility for thousands of Government schemes. Additionally, it is a complex process to apply for government schemes as well.

SaaS startup EasyGov (Surajya Services Pvt. Ltd) aims to impact people by ensuring they are not deprived of benefits due to lack of information about schemes or the government not having accurate data about them.

This startup has developed an easy-to-use citizen-centric digital system to provide access to all Government-to-Citizen schemes by providing accurate and actionable information to citizens. This digital model can suggest and monitor the progression plan by using data from families, Government and socio-economic data.

Based on the above information, EasyGov creates a Customer Analytic Record (CAR) – a consolidated 360° view of a customer’s data, easily allowing various departments the ease of access to linked information for analytics and insights based on user consent. The CAR helps in identifying those in need and entitled to government subsidies, providing them tailored schemes based on the existing dataset.

This also makes it simpler for the government to track the progress of family in real-time and implement interventions based on track record of the concerned cluster of customers. For instance, the CAR will help in identifying seed or fertilizer requirement, crop cycle, loans & subsidy requirement and transportation & agriculture tools requirement for an agrarian family.  On the other hand, it will seamlessly identify student data to understand educational expenses, studying material expenses and skill development requirements for those in need of education schemes.

EasyGov has developed a proprietary rule-based engine with Aadhaar stack integration created in ReactJS, Angular, Java and Python for processing and inferencing, MySQL to store rules, and served through Android and Web. The system is designed with the ability to sink all the attributes of an entity (Citizen or Business Unit) and conduct profiling. In addition, the company is developing other AI techniques for smart e-governance, local language voice-based chatbot, fraud detection, which will help users find their eligibility against schemes/services in minimum turnaround time. The proprietary AI chatbot will also check user eligibility based on real-time user input, inform them about the schemes and services they are eligible for and detect fraud claims by scrutinising pattern similarities like the same phone number, address or signature to uncover inconsistency in the stories.

EasyGov effectively uses the Aadhaar stack through its unique solution of collecting the scattered, ambiguous & offline data to correlate & infer. The company’s standardisation method is a patentable one. The company uses all four Aadhaar components for verification of customer data and enable payments as well. These technologies will minimise the interference of bureaucrats and create a paperless trail, resulting in a transparent, cost-effective, efficient process and also reduce the risk of change management.

We want to become de facto interface for Government to Citizen Interaction, impacting billion people by collaborating with several Governments. We are looking forward to partner with state who are willing to make welfare system family centric, progressive, bureaucracy-less and accessible through mobile phone. Our business model helps any state undergo this transformation in just two- three years without any major capital investment from Government. 

The company has more than 5,000 welfare schemes on its portal, in 12 regional languages. Some of their clients are Government of Haryana, Government of Bihar, and Government of Andhra Pradesh, while it is working on empowering people across India through MyGov. In the past one year, nearly 10 lakh citizens have benefited through EasyGov. Out of 10 lakh, around two lakh were empowered in last two months and seven lakh in the past six months. The company is hoping to help another 30 lakh citizens by the end of this year.

Surajya Services was one of the 10 finalists of AI for Good, conducted by NASSCOM CoE DSAI in association with the Government of Karnataka.
