  1. Backdrop

The Ministry of Civil Aviation (MoCA) has released the draft National Air Sports Policy, 2022 (NASP, 2022). Through the NASP, 2022, the MoCA intends to promote the country’s air sports sector, by making it safe, affordable, accessible, enjoyable and sustainable. The objective of the Policy includes adopting international best practices in safety including infrastructure, equipment, maintenance etc; to develop an effective governance structure; and to promote design, development and manufacturing of air sports equipment in India in line with the Atmanirbhar Bharat Abhiyan.

The NSAP, 2022 would cover – Aerobatics, Aeromodeling, Amateur-built and experimental aircraft, Drones amongst other air sports. The Policy proposes a two-tier governance structure for air sports in India – Air Sports Federation of India (AFSI) which would be the apex governing body; and associations for each air sport for handling day to day activities.

  1. Governance framework
  • Air Sports Federation of India: AFSI has been proposed to be an autonomous body under the aegis of MoCA. The AFSI will represent India at Fédération Aéronautique Internationale (FAI), and shall provide governance over all aspects of air sports such as regulation, certification, competitions, penalties etc.
  • Air Sports Associations: These air sports associations with be accountable to AFSI for regulatory oversight and providing safe, affordable, accessible conduct of air sport. These associations will be responsible for handling all regulatory issues related to safety, training, licensing, airworthiness etc.; track technical developments; coordinate with air traffic control authorities for safe operations with manned and unmanned flights etc.
  1. Proposed key features of the NSAP, 2022
  • Registration: The NSAP, 2022 requires persons and entities providing such services to be registered as members of their respective air sports associations. The key equipment for air sports has to be registered with the associations as well.
  • Flight permissions: The DGCA’s DigitalSky Platform may be relied upon for air sports practitioners for guidance. The operations in red and yellow zones will require Central Government and Air Traffic Control Authority’s permission. The draft Policy makes it mandatory for air sports involving operation at height above 400 ft Above Ground Level to take permission from the concerned Air Traffic Control Authority. This has to be done even for green zones.
  • To enable hassle-free flying by air - certain locations such as Bir, Gangtok etc. may be declared as “Control Zone” for air sports. These airspaces can be clearly marked by the concerned air sports association with necessary permissions from the Ministry of Home Affairs, Ministry of Defence etc.
  • Production-Linked Incentive (PLI) Scheme: To encourage manufacturing of high-value air sports equipment domestically, the government may introduce PLI scheme to incentivize domestic manufacturing.
