The Bureau of Indian Standards (BIS) has recently released the draft for the fourth revision of the National Building Code of India, specifically Part 8: Building Services – Section 6 on Information and Communication Enabled Installations. This draft, issued on March 12, 2025, updates and expands guidelines to integrate advanced ICT infrastructure within building projects, accommodating rapid technological advancements.

Key Highlights of the Draft:

  1. Enhanced Data and Wireless Standards:
    • Updated performance standards for balanced twisted-pair cabling to support higher data transfer rates (up to 25/40 Gbps).
    • Inclusion of modern wireless technologies, including Wi-Fi 6/6E, 5G, and beyond.
  2. Meshed Bonded Networks:
    • Introduction of meshed bonded networks recommended for environments with high-density ICT equipment (data centers, hospitals, airports) to enhance immunity to electromagnetic interference (EMI).
  3. In-Building Solutions (IBS):
    • Comprehensive guidelines on distributed antenna systems (DAS), small cells, and leaky feeder cable systems for robust indoor mobile and wireless connectivity.
  4. Street Furniture for ICT:
    • New annex highlighting the potential of integrating small cell technology into street furniture (streetlights, utility poles, bus stops) for efficient, aesthetic, and cost-effective ICT deployment.
  5. Cabling and Infrastructure Standards:
    • Detailed provisions for cable pathways, cable trays, vertical risers, fire protection measures, and grounding/bonding methods to accommodate multiple telecom service providers without compromising building infrastructure.
  6. Flexibility and Future-readiness:
    • Recommendations to design telecom infrastructure flexible enough to accommodate technological upgrades without significant retrofitting, ensuring readiness for at least the next decade.

Seeking Stakeholder Input:

BIS is inviting stakeholders, professionals, and businesses to provide feedback, especially on:

  • Practical challenges in implementation.
  • Technical specifications and proposed methods.
  • New additions such as meshed networks, street furniture integration, and updated wireless standards.
