Nasscom public policy has released a discussion paper on "Scaling up digital governance: a legal framework under the Digital India Act".

This paper discusses the merits of a dedicated legal framework for digital government in India, that may be suitably located as a chapter in the proposed Digital India Act, the expected successor of the Information Technology Act of 2000.

It suggests six components for such a chapter:

  1. Delivery channels for public services
  2. Release of public information
  3. Government operations
  4. Change management
  5. Digital public infrastructure
  6. Electronic transactions law

The discussion paper then outlines a number of suggested approaches under each of these components aimed at specific issues, such as addressing challenges, leveraging opportunities, or 'baking in' learnings from success stories, that have emerged in our research.

The discussion paper is attached below. This is the first in a series of papers that Nasscom public policy will be authoring on the proposed Digital India Act.
