Post submission of our preliminary comments on the proposed NDCP, NTIPRIT, a think tank of DOT, who is steering the work on NDCP, invited nassscom for an interaction to present our views. Senior officials of NTIPRIT attended the meeting which included DDG (ICT), DDG (WA) and DDG (TS&PR). Nasscom reiterated its position that NDCP, 2024 should acknowledge the diverse landscape of emerging digital communications, each with unique attributes, business models, and risks.

We had useful discussions on the proposed design of NDCP, 2024 where we elaborated on issues included liberalising regulatory framework on access to dark fibre, captive use authorisation, and IP-PSTN switching; providing clarity and confidence to start-ups and MSMEs by recognising regulatory position of HCCPs and Audiotex; incorporating IXPs and CDNs for emerging technologies; enabling nationwide internet telephony licensing; and delicensing 6GHz for efficient spectrum utilisation.

We also highlighted that for effective implementation of any policy we need a robust review mechanism and therefore, the Government should organise periodic meetings with the committee (quarterly/half yearly) to discuss the progress and implementation of the policy. Further, the Government should publish an annual review of the NDCP, 2024. This recommendation was duly acknowledged by the officials of the NTIPRIT.
