On September 24, 2024, DGFT issued a Circular No. 07 /2024-25 regarding import licence for import of laptops, tablets, all-in-one personal computers, and ultra small form factor computers and servers.

 

In partial modification of Policy Circular No. 06/2023-24 dated October 19, 2023, DGFT clarified that the importers are allowed to apply for Import Authorisations which will be valid up to December 31, 2024. Further, the existing Import Authorisations issued till 30.09.2024 will continue to be valid up to December 31, 2024. Importers would be required to apply for fresh authorisations for the period from January 1, 2025 subject to detailed guidance to be provided shortly.

 

Nasscom has been in constant contact with DGFT regarding clarity on the issue and extension on priority. We submitted that companies presently have no clarity on the way forward regarding continuation of the policy or probably changes. Last year, the Government had various rounds of industry consultations regarding the implementation of the IMS and many administrative issues/ concerns of the industry were also addressed. We expect a similar approach to be followed once again so that there is ample clarity on the way forward. However, since this process will take time, and since, we have less than 15 days left, this extension is required at priority.

 

We also highlighted that fact that going forward, there is a need to make the process for obtaining an import licence streamlined and efficient.

 

We also highlighted that the data centre industry should be exempted from the notification until manufacturing capabilities in India are developed. This exemption may be revised once high-capacity servers are available adequately in India.
