Background

Open Network for Digital Commerce (ONDCin August, had released a Consultation Paper on 'Building Trust in the ONDC Network' for public consultation. The objective of this Consultation Paper was to analyse whether ONDC's approach to building trust in the network is adequate and appropriate.

NASSCOM's Feedback

In our submission, we noted that the large number of entities involved in a single e-commerce transaction coupled with the subjectivity of the items being exchanged on the network – goods and services – are the main reasons for a shift to a decentralised network like ONDC is complex to achieve. Trust is fundamental to the success of the network but can be more difficult to achieve. Buyers may expect a similar or better experience they have gathered respectively over their years of dealing with centralised marketplaces, and this is the lens with which trust in ONDC should be looked at.

To this end, in our submission, we highlighted concerns which may arise during transactions over the ONDC network, which can have a bearing on the buyer’s trust in the ONDC network. This included, discovering the price of delivery only towards the end of the transaction potentially leading to price shocks for the buyer, need for clearly defining the liabilities of the relevant network participants in the event an issue is raised by the buyer, an efficient grievance management system to resolve buyer issues etc.
